Libjournaline4Debian

Receiving DRM signals with the TS-930S... this project requires a running DREAM software. And compiling DREAM for Linux requires an installed linjournaline library. All the required libraries exist for Debian/Ubuntu, except for the libjournaline. So I decided to build an according package.
